How to vote?

I have to admit that I find it really difficult give my vote. While reading through the nominations I get the impression that in the nominations a lot of features of cities from the industrial age are highlighted. Having or building skyscrapers in my opinion has nothing to do with a knowledge city!?
From my point of view a knowledge city has to have a systematic approach to use the knowledge of its citizens and the globally available knowledge to increase the well-being of its citizen today and in future. And this aspect is really difficult to extract from the nominations and the answers along the capital framework.
One idea could be to not only have the nominations written by individuals (often the people who drive the programs in the regions) but to involve the people of the cities and regions as well. Like the Facebook "Like-Button" we could have a "Vote-For-My-KCity-Button" and Cities/Regions should motivate their people to vote for and comment on their city. With that approach we would get broad attention in the cities/regions and a more evidence-based-approach.
And we would get a crowd-sourced-approach with takes the collective intelligence of the people living there into account. They are the ones who can answer the question "do the officials do a good job to improve our quality of life by the effective utitlization of knowledge?" best.
